It is our hope that in the same way that the fortress founded in 1663 gave rise to Penza, our journal is meant to be the basis of cultural and scientific renaissance.</p> en-US (Тусков) Sun, 30 Jun 2019 00:00:00 +0300 OJS 60 UNDERSTANDING THE EVOLUTION OF THE APPLICATION OF MATHEMATICAL METHODS IN ECONOMIC SCIENCE <p>This article is a study of an actual problem concerning the progress and evolution of the use of mathematical methods in economic theory (economics).</p> <p>Evidence of the increasing role of mathematics in economics is the chronology of events: the publication of scientific papers, the use of individual mathematical methods in economic analysis, scientific revolutions, the development of statistical accounting, recognition of the merits of individual economists who adhere to the formal mathematical presentation of their ideas (see table 1).</p> <p>Analysis of the possibility of using the concepts of scientific development of K.&nbsp;Popper, T.&nbsp;Kuhn and I.&nbsp;Lakatos to describe the evolution of economic theory demonstrated the difficulty of using each concept separately due to the specifics of the progress of economic knowledge.</p> <p>The list of main reasons for the mathematization of economic theory includes four main factors:</p> <p>1) Positivism and Marginal Revolution;</p> <p>2) the personal desire of economists, many of whom had a technical, natural or mathematical education, to make economics an exact discipline;</p> <p>3) development of the practice of conducting regular statistical accounting – collecting a large amount of data and improving the methods of their processing;</p> <p>4) the essence of economics itself, which deals with quantitatively measurable phenomena and processes.</p> <p>The results of this study indicate that the mathematization of economic theory led to its axiomatization, difficulties in professional communication and the growth of disunity among economic scientists, as well as the development of cross-disciplinary synthesis of economic theory with other social sciences.</p> Кирилл Вячеславович Фенин ##submission.copyrightStatement## Sun, 30 Jun 2019 00:00:00 +0300 VALUATION OF INTELLECTUAL ACTIVITY OF THE RUSSIAN ECONOMY <p>The article shows the valuation of the intellectual activity of the Russian Federation. The introduction of digital technologies for cooperative and dynamic work is considered not to be delayed on this path. Competitive organizations will be those whose managers will be among the first to start transforming their model of management system. Modern industrial systems of industrial and agricultural enterprises should not be limited to the walls of their factory facilities. The complexity of production requires from organizations completely new innovative measures to manage, implemented with greater speed, at almost all levels of cooperation at the same time and more often at impressive distances of objects from each other. Therefore, the article analyzed the basic models of organizations: Japanese, American, European, Arabic, noted their fundamental differences from the Russian management model, presents examples of the introduction of elements of existing models by modern domestic organizations (using the example of UK Managing Company Rusmolko, Penza) considered the main directions of digitalization, investigated new forms of enterprises. In addition, a roadmap from traditional enterprise to digital was proposed for consideration. Following the IT industries and the traditional industries, whose analog period is ending, entering the digital space, begin their development in a new focus. The relationship between the concepts of competence and competence is analyzed. It is concluded that the concept of competence is close enough in its meaning to the concept of competence, however, it is broader. The types of competencies (key, basic, active, basic, communication) and competences (functional, situational, intellectual and social) are considered, their characteristics are given.</p> <p>The stages of the formation of a model of professional competence of staff are justified. The structure of professional competencies in Russia and abroad is compared. Criteria characterizing key competence (importance for consumers, cooperation, possibility of improvement, uniqueness), its properties (complexity, not subject to wear, cannot be copied or used by competitors or replaced by another competence, can contribute to the mutual strengthening of other competencies) and levels ( superficial level of intermediate skills, normative value and basic). The author gives a correlation of the concepts of personnel competence and the competence of an organization (an information resource, the carrier of which is personnel, containing experience, knowledge and skills on the organization and management of resources and business processes in an organization to achieve its goals). Examples of the effective use of key competencies from domestic and foreign practice are given.</p> <p>It is concluded that competencies are directly determined by the capabilities of the organization, which, in turn, must be supported by the resources at the organization’s disposal. As a result, the development and support of small businesses contributes to the development of a competitive environment and saturation of the food market of the country.<br>Since the "national project in the field of development of small and medium-sized enterprises and support of individual entrepreneurial initiative" is developed for a long period with the end of 2024, it is important to understand the intermediate results of its implementation, the dynamics of movement to the planned result.<br>The main innovation of this study is the study of intermediate statistical arrays and the impact of activities on the result.<br>Since the format of the work is limited by the article, the study will be directed to part of the interim results relating to the support of small farms in rural areas.<br>The study revealed a positive dynamics of the impact of measures on the growth of agricultural production, identified types of products with the maximum growth of production.<br>The analysis of intermediate results of the state programs allows to understand involvement of regions in the carried-out actions, correctness of their planning and actions necessary for receiving the maximum return.</p> Надежда Юрьевна Рожкова ##submission.copyrightStatement## Sun, 30 Jun 2019 23:29:42 +0300 MODELING OF THE TRIANGLE OF POVERTY, GROWTH AND INEQUALITY <p>The article deals with the triangle of poverty, growth and inequality proposed by Francois Bourguignon in 2003. This triangle explains the relationship between poverty, growth and inequality in the state, allows to build a model that characterizes the economy of the selected state or group of States (in our case – the EAEU countries). But the triangle has its own specifics, because in the framework of this study it is necessary to check whether the triangle is applicable to explain the economic situation in the EAEU countries. Economists working for international organizations (like the world Bank) use the poverty growth inequality Triangle to create poverty reduction strategies that include both steps to reduce inequality and stimulate growth. Economists have used the poverty growth Inequality Triangle to study poverty in both developed and developing countries, including China, Egypt, India, Mexico, and Nigeria. "Poverty" is measured by the absolute number of poor, that is, the proportion of the population below a certain poverty line. "Inequality" (or "distribution") refers to differences in relative income among the entire population. The determining factor is the Gini coefficient. "Growth" is the percentage change in the average level of well-being (for example, income or consumption). When working with real panel data, there is always a problem which model (General regression, fixed or random effects) to choose.
